Terrou-Bi opened in 2009 on a stretch of the Corniche Ouest that most of Dakar's hotels only glimpse from a rooftop bar, and it has spent the years since building a reputation as the city's default luxury beach address. Three low-rise levels wrap around a private beach, a marina, and a garden thick enough to mute the traffic a few hundred meters inland, and the whole property leans into a loose Mediterranean idiom: white walls, striped awnings, terraces that catch the Atlantic light at the end of the day. It's not subtle, and it isn't trying to be. For a city that spends most of its tourism marketing on day trips to Gorée and Lac Rose, a resort built to be stayed in, rather than passed through, stands out.
What works here is scale without sprawl. A hundred and sixty-eight rooms is large enough to support a casino, a marina, and a full events wing, yet the property still reads as a single resort rather than a convention complex bolted onto a beach. The Business Suites, nearly a thousand square feet with ocean views, do double duty for the conference crowd that fills Dakar's hotel calendar and the leisure travelers who came for the private beach. Rainfall showers, separate tubs, and proper bedding in even the Comfort rooms suggest a property that didn't cut corners once it had the address.
Fann puts Terrou-Bi closer to Dakar's university quarter than its downtown, and that trade works in its favor. Cheikh Anta Diop University is an eight-minute walk, Soumbédioune Fish Market a quarter hour, and Magic Land's rides are visible from the garden. The Corniche itself is the draw: a coastal boulevard built for evening walks, with the private beach a rarity in a city where most shoreline is public and unshaded. Downtown Dakar's ministries and markets sit under three miles away, close enough for a day trip, far enough that the resort keeps its own rhythm after dark.

Comfort Double and Comfort Twin rooms open onto either the city or the ocean and run a modest 344 square feet, enough for a couple traveling light. Prestige Rooms add space and a guaranteed city view, while the Business Suite is the one worth booking if the budget allows: 915 square feet, a king bed, and an ocean view that makes the conference agenda easier to ignore. Every category gets the same bones, a minibar, an in-room safe, premium bedding, and a bathroom with both a soaking tub and a rainfall shower, so the choice comes down to space and view rather than comfort.
The on-site casino, roughly 135 slot machines and ten gaming tables plus bingo, is unusual enough among Dakar's hotels to be worth mentioning on its own, and it gives Terrou-Bi an after-dark identity that most beach resorts in the region don't bother building. Add a poolside bar and a proper lounge, and the resort covers an entire evening without anyone needing to leave the grounds, a genuine convenience given the Corniche's limited late-night options outside the hotel gates.
Breakfast runs a separate fee on top of the room rate, cooked to order between 5 and 11am, and a city tax applies per person per night at checkout. Parking is free but limited and unassigned, so early arrival helps. There's no airport shuttle, and the drive from Blaise Diagne International Airport runs close to an hour, worth building into any arrival plan. Pets aren't permitted, and the property takes cards only, no cash at the desk.
